As a non-union employee, do I have to tell my manager that I have decided to not cross a picket line?

Yes.  UBC’s Policy #64 (http://universitycounsel.ubc.ca/policies/policy64.pdf)  states:  “An individual who intends not to cross a picket line as a matter of conscience to meet classes or to fulfil other duties during a labour dispute shall inform the Head of the Department or the Supervisor, as the case may be, within thirty-six (36) hours after a strike is announced.”

Please note that if you do decide to not cross picket lines to report to work, you will not be paid.
